It penalizes immigrants and younger families to favor older, wealthier nativists.\u00a0  Howard Jarvis&#8217; intent was to stop the California&#8217;s Legislature from its runaway spending; the Legislature did no such thing.  In fact, the California Legislature has increased spending, over the past 31 years,\u00a0 in spite of the intended purpose of Proposition 13.<\/p>\n<p>As much as I think Proposition 13 is bad public policy, I&#8217;m glad it&#8217;s on the books.<a title=\"california banruptcy\" href=\"http:\/\/www.washingtontimes.com\/news\/2009\/may\/21\/warnings-from-the-left-coast\/\"> The inevitable bankruptcy of California<\/a> will cause its citizenry to take a hard look at the cost of the <a title=\"california\" href=\"http:\/\/www.tocquevillian.com\/articles\/0013.html\">Great Social Experiment<\/a> its Legislature pursued.  Jeff Brown and Sean Purcell are subject to my cautionary warnings that the <a title=\"wealth eating zombies\" href=\"http:\/\/www.bloodhoundrealty.com\/BloodhoundBlog\/?p=7892\">wealth-eating zombies in Sacramento<\/a> won&#8217;t stand for their citizens&#8217; impudence; I believed that one of those ghouls would try to repeal Proposition 13, citing its&#8217; progressive nature.\u00a0 I was wrong; they hired a henchman.<\/p>\n<p>Meet San Francisco Recorder-Assessor Phil Ting; he wants to change Proposition 13. Phil Ting is spinning his attack on Proposition 13 as corporate welfare.  Ting claims that <a title=\"ting+proposition 13\" href=\"http:\/\/www.sacbee.com\/opinion\/story\/1962187.html\">Proposition 13 unfairly benefits commercial property owners at the expense of residential property owners<\/a>:<\/p>\n<blockquote><p>Paradoxical to the law&#8217;s initial intent, the commercial property loopholes in Proposition 13 have actually shifted the <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">tax burden<\/span> away from corporations and onto the backs of residential <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property owners<\/span><span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">.<\/span><\/p>\n<p>For example, look at <span class=\"lingo_link\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">San Francisco<\/span><span class=\"lingo_link\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">,<\/span> where I currently serve as assessor- recorder. Thirty years ago, commercial <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property owners<\/span> contributed 59 percent of <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property tax<\/span> revenues and residential <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property owners<\/span> contributed 41 percent. Today, we see a virtual flip: commercial <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property owners<\/span> contributed just 43 percent of <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property taxes<\/span> in 2008, while residential <span class=\"lingo_link lingo_link_hidden\" style=\"cursor: pointer; display: inline; font-family: Georgia,&quot;Times New Roman&quot;,Times,serif; font-size: 15px; font-weight: 400; font-style: normal;\">property owners<\/span> contributed 57 percent.<\/p><\/blockquote>\n<p>Sounds reasonable,\u00a0 right?\u00a0 Bear in mind that <a title=\"phil ting\" href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2009\/06\/05\/MNJ0180DCU.DTL\">Ting called the Catholic Church a tax deadbeat for reapportioning its parish properties to local control<\/a>, a measure all California Catholic Dioceses are enacting.\u00a0 This politically-motivated measure was payback for the Church&#8217;s involvement in a ballot initiative this past November.\u00a0 Ting&#8217;s the perfect hired gunslinger for the California Left.<\/p>\n<p>Liberal, spend and try-to-tax legislators are trying desperately to figure out how to circumvent <a href=\"https:\/\/www.bloodhoundrealty.com\/BloodhoundBlog\/9034\/repeal-proposition-13-or-file-chapter-13-to-be-california-leftist-politicians-cry\/#more-9034\" class=\"more-link\">Read more<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>I&#8217;ve been critical of California&#8217;s Proposition 13 because of its progressive nature.
